The Deep Cultures Institute is a scientific institution based in the bubble-city of Stellacuna in the Burning Archipelago in the Pact Worlds sun. Its researchers believe that an ancient culture still inhabits the sun, and are sometimes derided as mystics or Outer God cultists, despite their veneer of science. Every year, they challenge their rivals at the Sun Atlas to a debate, but Sun Atlas has never accepted, considering that doing so would add legitimacy to the Deep Cultures Insitute's outlandish theory. The Institute's theories have been reluctantly supported by some of the efreet inhabitants of the Burning Archipelago who claim that these Deep Cultures are a progenitor species, maybe even the First Ones of Aballon, but others think the outsiders are lying.
