The Ixo Syndicate is a loose criminal organisation that controls many boomtowns and mining operations on Pan, the only planet orbiting the star Ixo in the Tabori Cluster.1

Goal

The Ixo Syndicate's ultimate goal is to control the entire Tabori Cluster. However, despite its successes on Pan, it has had difficulty expanding its operations offworld, due to its own infighting and the Tabori Cluster's disruptive electrical activity.1

Structure

The current head of the Ixo Syndicate is Garik Dahn, who ingratiated himself to the previous leader 20 years ago and succeeded her after she died. Many local criminals find him an incompetent, corrupt leader, but Garik is savvy enough to retain the loyalty of some local mob bosses and play the rest against each other.1

Members

Anyone who performs any job for the Ixo Syndicate, no matter how minor, will be treated as one of its members, even if they do not realise it. The syndicate will expect loyalty from this new 'member', who will be met with violent retribution if they betray it. Local criminal family leaders often keep their subordinates ignorant of the syndicate's greater schemes, so betrayals among the lower ranks are common as criminals seek to increase their standing in the eyes of their superiors. Syndicate members usually only briefly cooperate when threatened from the outside.1

Sites

The Ixo Syndicate controls a number of boomtowns and mines on Pan. Its greatest holding is Rimehearth Mine on Pan's central continent, where the supervisors and engineers are all syndicate members, while workers, though not formally part of it, are paid in scrip that can only be redeemed at a store run by the syndicate, and are only barely sufficient for them to survive, so they would not rebel. The bustling port city of Steepshore, on the other side of the planet, is not outright owned by the Ixo Syndicate, but many of its officials are bribed or blackmailed, so the syndicate benefits from low docking fees and tariffs there.1

Relationships

The Ixo Syndicate's greatest rival is Blackshot Excavations, a subsidiary of Ulrikka Clanholdings. Despite Ulrikka's size, help is slow to arrive due to the Tabori Cluster's remoteness, so Blackshot has begun to resort to the aid of the Ixo Syndicate's rival gangs, which might spring into a full-scale planetary war.1
