Jularaz is the incumbent high despot of Vesk-8, but frequently takes offworld trips, leaving his subordinates to do most of the governance. He and Sarthis Wrathmaker, high despot of Vesk-7, are the least influential members of the Council of Despots, due to the remoteness of their planets.1 Jularaz wishes to be moved to a less miserable post, but the shimmerstone harvested on Vesk-8 is insufficient to provide him with the necessary political clout, leading him to fund unsanctioned experiments to find a use for shimmerstone that could buy him a better standing.2
