The Pirate Council are the elected leaders of the Free Captains, the loose affiliation of pirates and other related criminals who prey upon the shipping lanes of the Pact Worlds system and beyond. Their jobs are to support the criminal enterprises of their individual members, to enforce the few rules of the Free Captains, and to keep their members unified enough so that they do not become easy prey for the system's military and law enforcement agencies such as the Stewards. The Pirate Council meets at a heavily defended asteroid in the Diaspora called Broken Rock whose exact location is a closely guarded secret.
