Conclave of Legates
The highest honor a Stewards officer can achieve is the title of legate. This title is granted through a popular vote to veterans who have served the organization well, and showcases the legate's standing among peers and subordinates. While the title carries no authority, all Stewards are expected to respect a legate's opinions. Legates have the right to sit on the Conclave of Legates, an advisory body outside the regular Stewards hierarchy, even after retiring from service.1
The Conclave of Legates meets in the Stewards' headquarters of Bastion on Absalom Station and reviews policy proposals, high-profile cases, and intelligence. They also provide advice to other Stewards commanders, the Director-General, and other directors, aiding in guiding the Stewards. The assembly has no fixed number of positions, but a typical meeting includes around 20 legates. Although the conclave has no formal power, it shapes Stewards policy and actions with a long-term perspective, highly skilled analysis, and wise oversight.2
