The Cerulean Order is the intelligence agency of the Azlanti Star Empire, answering directly to the Aeon Throne and so secretive that most of the Star Empire's populace believe it to be nothing more than the product of conspiracy theorists' imagination. With its vast resources and lack of accountability, the Cerulean Order specialises in brainwashing, creating sleeper agents to operate where Azlanti humans would be too obvious.1
