Plenara

The Plenara building, located in the Eye of Absalom Station, is the headquarters of the Pact Worlds government, where Pact Council members debate, maintain alliances, and hear citizens' and lobbyists' petitions. Most of these affairs take place in the large Council Chamber, except for the most contentious issues, which are 'kicked upstairs' to the Star Chamber at the top of the Eye.
